• <br />The Standm+Memorandum of Agreement (MOA). upon execution. may contain appendices <br />A through E. These appendices will contain project specific information. At this point in <br />the process, no projects are being considered and no MOA is being executed: therefore. no <br />appendices have been included with attachment one of this report. Following is a <br />description of each MOA appendix: <br />► Appendix A: A complete list of all local permits and approvals that will be <br />included in the expedited process and that apply to the project in <br />question. <br />► Appendix B: A fee list for all local permits and approvals that are identified in <br />appendix A. <br />► Appendix C: Documentation indicating that the local government met the duly <br />noticed requirements of the Statutes. Public workshops and public <br />hearings related to the expedited permitting process must be <br />advertised in a local newspaper at least two times prior to the date of <br />the meeting. <br />► Appendix D: An outline of the appeal process for any local permit decisions made <br />in regard to the specific project. <br />► Appendix E: A description of the process by which the project will be assessed a <br />fair share of the cost of mitigating the project's significant traffic <br />impacts (Ch. 953 of the county's Land Development Regulations). <br />► As indicated in the attached resolution, only projects that create high paying jobs that are <br />listed in the county's targeted industry list may be eligible for the expedited permitting <br />review process. Attachment three lists the county's targeted industries. <br />► Participating in the expedited permitting process will not alter Indian River County's <br />authority to review and approve/reject any development project. In fact, the County, by <br />entering into a MOA for a specific project, will be agreeing only to approveireject that <br />project within a certain time frame. <br />► An eligible project for the expedited permitting process is not exempt from any state. <br />regional, or local permit reviews; the expedited process provides only a defined time line for <br />the review process. <br />► The regional permit action team will consist of a representative of each of the participating <br />state and regional agencies as well as a representative from Indian River County. This team <br />will facilitate only the exchanging of information regarding the proposed project. <br />► Indian River County's development review process is already streamlined to meet the ninety <br />day requirement of the state's expedited review process. In fact, most of the industrial <br />projects developed in Indian River County may not be large enough to benefit from the <br />expedited review process.
