McCoy � �'�ti� <br />Senior Planner, Community Development <br />DATE: January 4, 2000 <br />SUBJECT: Unity Center of Vero Beach Request for Special Exception Use Approval to <br />Construct a Place of Worship <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of January 11, 2000. <br />On behalf of the Unity Center of Vero Beach, Mosby & Associates, Inc. has submitted an application <br />for major site plan and special exception use approval to construct a place of worship in two phases. <br />No day care or school use is proposed. The site address is 950 431 Avenue and is located on the <br />southeast comer of 101" Street and 431 Avenue. Because the site is located within the RS -6 <br />residential zoning district, special exception use approval must be granted for the place of worship <br />use. <br />At its regular meeting of December 91', the Planning and Zoning Commission voted unanimously <br />(7-0) to recommend that the Board of County Commissioners grant special exception use approval, <br />subject to the conditions set forth in the recommendation section of this report. Also, the <br />Commission granted major site plan approval subject to Board approval of the special exception use <br />request (see attachment #5). Therefore, site plan approval will become effective upon Board <br />approval of the special exception use request. <br />The Board is now to approve, approve with conditions, or deny the special exception use request. <br />Pursuant to Section 971.05 of the LDRs, the Board is to consider the appropriateness of the <br />requested use for the subject site and surrounding area The Board may attach any conditions and <br />safeguards necessary to mitigate impacts and to ensure compatibility of the use with the surrounding <br />area <br />1. Phasing: <br />7.02 acres <br />RS -6, Single -Family Residential (up to 6 unitstacre) <br />L-2, Low Density (up to 6 units per acre) <br />Phase I will include the majority of the sanctuary along with all of the paved parking, the <br />entire stormwater management system, and all of the landscaping. <br />Phase II will include an expansion of the sanctuary area along with some accessory building <br />area and the parking necessary for the expansion. <br />January 11, 2000 <br />20 <br />
