• <br />Planning Director Stan Boling reviewed the memorandum with the aid of a location <br />map and site plan (pages 35 & 36 of the backup) displayed on the overhead. He reviewed <br />staffs recommendation and each of the conditions. <br />In response to Vice Chairman Ginn's inquiry, Director Boling advised that all <br />stormwater management conditions are being met; the project stands alone when testing the <br />compliance. <br />In response to Commissioner Stanbridge's question about the grove adjacent to the <br />subject property, Director Boling advised that property has been approved for a subdivision. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Chip Landers, 180 14'h Avenue, advised he has an interest in the property to the <br />south of the subject property. He inquired what type of buffer would be provided to the <br />south and if there would be a berm. <br />Director Boling advised that a type "C" buffer is on the landscape plan with at least <br />30' of green area. He advised that a berm is not required. <br />John Dean advised that he is the architect of record for the project and advised that <br />both Minister Richard Rieger and Associate Minister Ed Reifer were present from the Unity <br />Center. He presented a handout with the Landscape Plan Criteria, Landscape Planting <br />Details, and a sketch of the building. He advised that this is a large property on 431 Avenue, <br />which will soon have 5 lanes, and could be used for single-family housing. He presented a <br />drawing of the building and described it as a Mediterranean style facility. He stated there <br />will be a lake the size of a football field and described the other enhancements. The <br />Australian pines will be removed and a minimum type "C" buffer will be provided.
