0 <br />NEW APPLICATION <br />A Type "C" buffer is proposed with a 6' high opaque feature.- In staff's <br />opinion, this is an adequate buffer, since the lot widths have changed from 50' <br />wide to 65' wide, which lessons the degree of deviation from the RS -3 <br />minimum 80' lot width requirement. <br />Subject to recommended conditions, the requested PD rezoning and corresponding conceptual PD <br />plan are generally compatible with the surrounding area, consistent with the Comprehensive Plan, <br />meet all concurrency requirements, and are consistent with the site's L-1, (Low Density 1 up to 3 <br />units/acre), land use designation. The subject property is suitable for residential development given <br />its future land use map designation and its proximity and direct access to 91 Street SW and 5* Street <br />SW. <br />Staff recommends that the Board of County Commissioners grant approval of the PD rezoning <br />request and the PD conceptual plan, subject to the following conditions: <br />1. The applicant shall use road numbers in accordance with LDR Chapter 951 <br />standards, and <br />2. The applicant shall revise the conceptual plan to increase the lot sizes or provide a <br />Type "B" buffer with a 6' opaque feature adjacent to the enclave parcel, and <br />3. The applicant shall revise the conceptual plan to reflect the buffer upgrades as <br />referenced in the staff report, and <br />4. Via the final plat(s) or an acceptable off -plat dedication, the applicant shall dedicate <br />without compensation 30' of right-of-way for 5t' Street SW. <br />5. Via the final plat(s) or an acceptable off -plat dedication, the applicant shall establish <br />a 25' wide canal maintenance easement along the project's west property line and a <br />10' maintenance landscape easement immediately east of the canal maintenance <br />easement, south of 51 Street SW. North of 5 'Street SW, a 50' wide landscape <br />easement needs to be provided east of the canal maintenance easement. <br />6. Prior to the issuance of a land development permit, the applicant shall: <br />a. Apply for and obtain preliminary PD plan approval from the Planning and <br />Zoning Commission, and <br />b. Obtain Board of County Commissioners approval of a developer's agreement <br />regarding provision of water and sewer utility improvements, and <br />C.
