• 1 <br />ANALYSIS <br />The Department has considered alternative methods for repairing/replacing the force main <br />including open -cut trench method, Horizontal Directional Drilling (HDD) and aerial crossing. <br />Open cut trenching is not feasible due to the depth of the canal, the incline of the embankment, <br />and the potential danger to construction personnel. It is our understanding that the Indian River <br />Farms Water Control District may not allow refurbishing of the embankment in light of the <br />recent hurricane damage. It is also our understanding that the Water Control District desires to <br />have aerial pipeline crossings where feasible which in this case is not structurally feasible <br />therefore the only remaining alternative is the drilling of a replacement pipeline beneath the <br />canal. <br />Considering the urgency of this force main replacement because of the potential for harm to <br />the environment should the force main break, the County Utilities Department is moving <br />forward on installing a replacement force main beneath the canal using non -conventional <br />horizontal directional drilling (HDD) methods. <br />The Utility requests permission to negotiate with Treasure Coast Contracting (Sebastian <br />Water Assessment Project General Contractor) to obtain the services of a licensed HDD sub- <br />contractor to perform the task of pipe replacement. The additional work shall be processed <br />through a duly authorized Change Order approved by the Board. An estimated construction cost <br />to replace the force main is presented in Exhibit -B. <br />The Department is currently pursuing reimbursement from FEMA and can no longer postpone <br />repairs pending a FEMA decision. Regardless of the financial assistance available, expedient <br />response is required to prevent a potential spillage therefore the Department proposes to use Renewal <br />& Replacement (R&R) funds and continue seeking FEMA reimbursement funds. FEMA is <br />conducting an investigation into the potential causes of the embankment collapse and will provide a <br />written report of their discovery. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County <br />Commissioners approve the replacement of the 6 -inch force main located along the IRFWCD Lateral <br />`T Canal and authorize the issuance of a Change Order to Treasure Coast Contracting Inc. and <br />authorize the Chairman to execute same. An estimated construction cost (upper limit) for the pipe <br />replacement is $70,000. It is also requested that the Chairman execute a Work Order Directive <br />instructing Treasure Coast Contracting Inc. to proceed with the Work.
