Radke; Economic Development Planner <br />DATE: February 28, 2000 <br />SUBJECT: RESOLUTION REGARDING PROPOSED I-95/OSLO ROAD <br />INTERCHANGE <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of March 7, 2000. <br />Since Fall 1998, an Indian River County consultant has been preparing an Interchange Justification <br />Report (IJR) for a proposed interchange at I-95 and Oslo Road. State and federal approval of an IJR <br />is a necessary prerequisite to constructing a new interchange on the federal interstate highway <br />system. <br />In preparing the UR, the county's consultant is addressing the technical issues associated with <br />documenting the justification for the proposed interchange. Those issues include existing roadway <br />service levels, future traffic projections, proposed interchange design, environmental issues, and <br />others. <br />On February 22, 2000, the Economic Development Council (EDC) came to a unanimous consensus <br />to request that the Board of County Commissioners pass a resolution in support of the proposed I- <br />95/Oslo Road interchange. <br />Through its adopted long range transportation plan, the Indian River County Metropolitan Planning <br />Organization (MPO) has recognized the need for an interchange at I-95 and Oslo Road. To address <br />congestion mitigation, hurricane evacuation, and economic development issues, the MPO <br />incorporated an I-95/Oslo Road interchange in its adopted 2020 Long Range Transportation Plan. <br />The MPO has also included the interchange on its annual priority projects list for several years. <br />At its February 22, 2000 meeting, the EDC discussed the role of the proposed I-95/Oslo Rd. <br />interchange in stimulating clean industrial park development at the Oslo Rd.n4th Ave. node.
