Mr. Barkett pointed out that some of the concerns were just about lots seaward of the <br />line so, if they make a clarification, he asked that they make it not for those who have already <br />submitted applications, but for everyone. <br />Commissioner Tippin commented that he has not changed his mind, he had voted <br />against it on March 7. He felt it was hazardous when the Board reacts to emotion and <br />develop laws, even though that was not their intent. <br />Stephan Lundberg, an architect, stated the question had dawned on him that if a <br />house on the beach is destroyed by fire or hurricane, what would happen if the decision of <br />the Board is in effect. He thought the people might not be able to replace their home. <br />Commissioner Macht thought it possible to have three 100 year storms in one year <br />and if we have a hurricane anything like the size of Floyd and Irene come ashore, we would <br />not have Ambersand Beach, we would have Ambersand Inlet. This would be true up and <br />down the coast. When people build on the coastline, there should be a clear understanding <br />that they do so at their own risk. He felt the County would be very foolish to take over the <br />DEP process because that would open us to great liability. <br />Chairman Adams thought what the Board did on March 7* was to get the question of <br />erosion out on the table, to look at it, and see how we are dealing with it. <br />Commissioner Macht thought the Board could establish a moratorium if they wanted, <br />based on the lack of a renourishment plan, but that would also be very destructive and would <br />go nowhere. The only thing he wanted to retain out of this whole thing is that if the County <br />issues a letter of approval, it has sort of a sweeping essence that we approve of what is <br />happening, while the Board may not actually approve. Perhaps it ought to be made clear <br />that we should issue a letter of non -opposition. <br />Community Development Director Robert M. Keating interjected that staff takes two <br />actions. During the time an applicant is being reviewed by DEP, the County writes a "Do <br />March 21, 2000- <br />121 <br />
