Traffic Circulation: Due to the small number of units proposed, no special traffic study was <br />required. In addition, no off-site traffic improvements are required, and none are proposed. <br />The 8 tracts will be accessed via a one-way internal loop road that will have a full - <br />movement, two-way connection to 41" Street. This internal private road, to be known as 73d <br />Avenue, is not required to be paved and is proposed as a stabilized marl/shell surface road. <br />The road will not be located within a right-of-way; instead a 125' wide drainage, utility, and <br />roadway easement will be established via the plat and the road will be located within that <br />easement. The road will be owned by the individual lot owners and will be maintained by <br />the property owners. Traffic Engineering has approved the proposed circulation plan and 41' <br />Street connection, and has no objection to PD plan approval. <br />10. Stormwater Management: A conceptual stormwater management plan has been reviewed <br />by the Public Works Department. Public Works will perform a more detailed drainage <br />review in conjunction with review of the county Type "C" stormwater permits that will be <br />required for each single-family house. Prior to the issuance of an LDP or LDP waiver, the <br />developer will need to obtain a Type "B" stormwater management permit for the required <br />subdivision improvements. <br />11. Utilities: Because the site is located outside of the Urban Service Area, no water or sewer <br />service is required, and none is proposed. Therefore, the project will have -on-site wells and <br />septic tanks for each tract. These utility provisions have been approved by the Department <br />of Utility Services and the Environmental Health Department <br />12. Dedications and Improvements: <br />Paving, Sidewalk, and Bikeway: Since the proposed development is a low volume <br />traffic generatodattractor and is located outside the Urban Service Area, the applicant <br />is not required to pave 41' Street, and no such paving is proposed. No sidewalk or <br />bikeway improvements are required, and none are proposed. <br />APRIL 4, 2000 <br />
