As part of the staff analysis, all relevant policies in the comprehensive plan were considered. Based <br />upon that analysis, staff determined that the proposed land use designation amendment is consistent <br />with the comprehensive plan. <br />Neither subject property contains wetlands or any other environmentally sensitive habitat. Federal, <br />state, and county environmental protection rules regulating impacts on adjacent and nearby <br />environmentally sensitive lands apply to both subject properties, regardless of land use designation <br />or zoning district. The following are examples of county policies that protect floodplain, wetlands, <br />and other environmentally sensitive areas. <br />• FUTURE LAND USE ELEMENT POLICIES: 1.3, 3.3, 3.4, 7.1, 7.3, 7.4, 7.5, and 7.6 <br />• CONSERVATION ELEMENT POLICIES: 2.4, 5.3, 7.2, 7.3, and 7.4 <br />• STORMWATER MANAGEMENT SUB -ELEMENT POLICIES: 1.1 and 1.2 <br />• CAPITAL IMPROVEMENT ELEMENT POLICIES: 3.3 and 3.5 <br />• LAND DEVELOPMENT REGULATIONS CHAPTERS 928 (Wetland and Deepwater <br />Habitat Protection) and 930 (Stormwater Management and Flood Protection) <br />For these reason, the proposed amendment is not anticipated to adversely impact environmental <br />quality. <br />rONCi .USION <br />The proposed amendment is consistent with the comprehensive plan, compatible with all <br />surrounding land uses, and will cause no adverse impacts on the environment or the provision of <br />public services. The proposed change increases land use efficiency and facilitates economic <br />development. By facilitating the implementation of a "Campus Master Plan" for Indian River <br />Memorial Hospital, the amendment promotes a strong, diverse local economy. For these reason, <br />staff supports the request. <br />Based on the analysis, staff and the Planning and Zoning Commission recommend that the Board <br />of County Commissioners approve the request by adopting the attached land use amendment and <br />rezoning ordinances. <br />APRIL 49 2000 <br />-67- <br />
