0 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of April 11, 2000. <br />DEVELOPMENT AND LOCATION: <br />The overall Island Club Riverside subdivision Phases IV - VI proposes three phases of development <br />resulting in 121 lots on a 48.49 acre property located east of Jungle Trail immediately west of Island <br />Club subdivision Phases I -III. The riverside subdivision will be accessed from SR A -1-A via an <br />extension of the existing Island Club Manor roadway. Island Club Riverside Phase IV will create 40 <br />single-family lots and six tracts. Two tracts will be used for landscaping, two for utility purposes, one <br />will be used as a recreation tract, and the remaining tract will be used for stormwater management. <br />Phases V and VI will be platted separately at a future date, and will be located immediately south of <br />Phase IV. <br />At its regular meeting of June 24, 1999, the Planning and Zoning Commission granted preliminary plat <br />approval for the overall subdivision (Phases IV -VI). Subsequently, a land development permit was <br />issued for Phase IV and the developer commenced construction. The developer is now bonding -out <br />for the remaining required improvements as part of the final plat approval process. The owner, Beazer <br />Homes, is now requesting final plat approval and has submitted the following: <br />1. A final plat for Phase IV in conformance with the approved Island Club Riverside Phases IV - <br />VI preliminary plat. <br />2. A cost estimate for the required Phase IV subdivision improvements. <br />3. A contract for construction for the required Phase IV subdivision improvements. <br />4. A performance bond to guarantee construction of the required improvements. <br />ANALYSIS: <br />At this time, a portion of the required Phase IV subdivision improvements have been completed. The <br />applicant has submitted a contract for construction for all of the required Phase IV subdivision <br />improvements, along with a performance bond to secure the contract. The remaining required <br />improvements include paving, drainage, and utility work. Both the county engineering division and <br />the utility services department have approved the submitted cost estimate and have verified that the <br />performance bond amount is adequate to cover the estimated cost of completing the remaining required <br />improvements. The county attorney's office has approved the construction contract for legal form and <br />sufficiency and has approved the format of the performance bond. <br />All applicable requirements regarding final plat approval have been satisfied. Pursuant to the county's <br />LDRs, the applicant will be required to obtain a certificate of completion after satisfactory completion <br />of the required improvements. At that time, the applicant will warranty the utility improvements via <br />a utility services department Bill of Sale.
