BOOK FAGE` <br />in the past, Director Keating gave the history of the zoning in this area emphasizing how the <br />environmentally sensitive areas were originally zoned and the regulations attached to amend <br />that zoning. <br />The Chairman opened the public hearing and asked if anyone wished to be heard in <br />this matter. <br />Thomas Collins, 2200 Sanderling Lane, Vero Beach, distributed two drawings <br />showing his entire property. (Drawings are on file with the backup in the Office of the Clerk <br />to the Board.) He had highlighted certain areas in two colors to aid in his presentation. He <br />wanted to go on record by saying this whole issue came up months ago when he purchased <br />the two acres, the vast portion of which is environmentally sensitive. He showed how <br />setbacks would change very little if the Board changed the designation to RS -6 from RS -1. <br />In all of his dealings with the County concerning this property he has always been on record <br />for wanting to build only one house on the property. He has placed a deed restriction on the <br />property to that effect which he gave to Deputy County Attorney Will Collins who has the <br />authority to record the document. He was not present at the last hearing when the concern <br />was raised about building more than one house on the property, but he gave a brief <br />explanation of how the setbacks were important and why changing the zoning was the best <br />way to allow him to build the house he wanted. He had earlier signed a document saying he <br />wanted to build a single family home; two homes will not fit there because it is such a small <br />parcel. <br />Commissioner Stanbridge restated her concern about setting a precedent She thought <br />it was an improper use of rezoning merely to be able to change setbacks.
