DOYLE, P.E. <br />AND STAFFED BY: CAPITAL PROJECTS MANAGER <br />SUBJECT: DOMESTIC WASTEWATER RES UAL AGREEMENT' <br />KOKA MOON KAMPSITES -WASTEWATER TREATMENT FACR TIY <br />BACKGROUND <br />The Owners of the Koka Moon Kampsites located in Cocoa, Florida desire to utilize the Indian River <br />County Residuals Management Facility to dispose of residuals from the Facility's Wastewater Treatment <br />Facility (Package Plant). <br />ANALYSIS <br />The COUNTY operates and maintains a publicly owned Residuals Management Facility (Dewatering <br />Facility), Permit #FL>A-010434-001, which is capable of treating its own residual and accepting domestic <br />wastewater residual fiom outside sources. The facility has been given approval and is operating under Florida <br />Depamnent of Environmental Protection (FDEP) permit in compliance with Florida Administrative Code (FAC), <br />Chapter 62-640, to properly treat and dispose of tie residuals into a Class 1 Lamed Landfill. <br />The Koka Moon Kampsites shall maintain compliance with the permit conditions issued by the FDEP and the <br />specific conditions of the Indian River County Deparmhent of Utility Services for acceptance of residuals to the <br />IRC Residuals Management Facility. Upon arrival onsite for treatment of residuals from the CUSTOMER'S <br />plant, the COUNTY has the right to refuse treatment of said residuals, if it is demonstrated drat the <br />cihemicaUphysical properties ofthe transported material is not consistent for dewatering. <br />The CUSTOMER will provide all transportation of residuals, and will be charged the prevailing Utility <br />rates as shown on the Schedule of Water and Sewer Rates, Fees and Charges attached to the Agreement. <br />RECOMMENDATION <br />The staff of the Department of Utility Services recommends that the Board of County Commissioners approve <br />the attached Domestic Wastewater Residual Agreement as presented, and authorizes the Cbaimrar to execute tie <br />same. <br />May 2, 2000 <br />89 <br />BOOK J13 FAGE Z <br />• <br />
