• <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d) l . of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br />staff's opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment. The <br />applicant has not submitted an alternative grading plan that satisfied the cut and fill balance <br />requirement without needing the waiver. The applicant is requesting the waiver so he will not be <br />required to construct an on site retention area if the waiver is granted. <br />Alternative No. 1 <br />Grant the cut and fill balance waiver based on the criteria of Section 930.07(2)(d)1. <br />Alternative No. 2 <br />Deny the cut and fill waiver. Require an on site retention area be provided to compensate for the <br />proposed floodplain displacement. <br />RECOMMENDATIONS <br />Staff recommends approval of Alternative No. 1. <br />MAY 239 2000 <br />ON MOTION by Commissioner Ginn, SECONDED <br />by Commissioner Stanbridge, the Board <br />unanimously granted the cut and fill balance waiver <br />based on the criteria of Section 930.07(2)(d)1(6285 <br />105' Place - Clara Rose Lee), as recommended by <br />staff. <br />-23- BOOKOEt <br />• <br />
