Another area of concern and additional cost is the list of Optional Upgrades. In the early <br />meetings with the architectural firm of Dow Howell Gilmore Associates, it was determined that a <br />number of improvements generally associated with on-going maintenance needed attention. <br />First, the timing for purposes of addressing problems such as leaking root painting both interior <br />and exterior, replacing carpet and replacing the chiller seemed appropriate to be done during the <br />expansion to avoid future disruptions to the public. <br />Secondly, it gave rise to the opportunity to capitalize the needed maintenance items. <br />To address the various concerns and costs, a Phase I contract was entered with Dow Howell <br />Gilmore Associates, Inc. to review these issues and to provide options along with projected <br />costs. Attached is a copy of the architect's report compiled by Dow Howell Gilmore & <br />Associates. As found within the report, a number of options have been identified with the cost <br />estimate associated with each option. The sum of those options if all were exercised would <br />exceed $3.1 million. The options were submitted as a menu of choices based on needs of the <br />library. As can be noted, each option is generally within a level of funding that had been <br />previously approved at $850,527. <br />At a time just prior to entering into a Phase I contract with Dow Howell Gilmore Associates Inc., <br />the County entered into a design contract with the Architectural firm of Edlund & Dritenbas, <br />P.A., for the North County Library. The Architectural firm began quickly to establish program <br />planning for the facility. Four significant needs were identified. <br />The first major need was the existing parking. It currently can not meet the needs of the existing <br />facility during peek demand. In addition to addressing the parking needs of the present facility, <br />expansion would be needed for both the addition of the building and the growth of the patronage. <br />In order to expand both the building foot print and the parking lot, the existing stormwater <br />facilities that wrap around the building need to be relocated and enlarged at additional costs. <br />The second need is an increase in the seating capacity of the meeting room. The desire is to <br />provide an addition that could seat approximately two hundred along with an expansion of the <br />lobby. <br />A third need is to expand the area to be made available for the children. Like other uses <br />originally provided for in the initial construction of the North County Library, the area growth in <br />numbers of children has impacted the original designed facility. <br />Finally, the fourth area is the need to expand the reading room to accommodate increases in <br />stacks of fiction, non-fiction and reference. In addition, the media and computer needs have all <br />increased. <br />And yes, there are a number of identified imrpovements like found in the Main Library that are <br />optional upgrades some of which seemed appropriate even if the library did not expand. <br />The significant expansion elements included an enlarged parking lot encircling the library on <br />three sides increasing the available parking from 70 to 121 spaces, an increase of 51 spaces.
