RAUTH <br />AND STAFFED OPERATIONS MANAGER <br />BY: <br />SUBJECT: SOUTH COUNTY WATER TREATMENT PLANT <br />ENGINEERING SERVICES FOR WELL SYSTEM <br />REHABILITATION <br />BACKGROUND <br />The South County Water Treatment Plant has been producing potable water for <br />approximately 18 years. Raw water is supplied by six wells constructed into the <br />Floridan Aquifer. Wells 1 through 3 were the initial wells constructed with the <br />plant and Wells 4 through 6 were installed at a later plant expansion. <br />Potential problems with the wells were identified and monitored by County <br />operations staff. Semiannual cartridge filter replacement activity was normal <br />operating procedure; however, the replacement frequency was becoming <br />greater. At its peak, cartridge filter elements were replaced weekly to avoid any <br />damage to the reverse osmosis membrane units. Each filter change costs <br />approximately $2,000. <br />Camp Dresser & McKee, Inc., (CDM) the County's continuing consultant for <br />water treatment and distribution facilities was contacted and aided in <br />troubleshooting the problem and suggested laboratory analysis of the material <br />accumulating in the filter. It was determined through a review of past plant <br />records that a well rehabilitation program had not been implemented. Well <br />rehabilitation is necessary to preserve the physical and mechanical operating <br />conditions of the well. Laboratory analysis and isolation of wells have been <br />completed to prioritize well rehabilitation efforts. Based on this information, <br />CDM formulated a work plan for well rehabilitation, and identified necessary <br />improvements as part of the previous work authorization, which was approved <br />by the Board of County Commissioners on May 2, 2000. <br />ANALYSIS <br />County staff requested, received and reviewed CDM's well system rehabilitation <br />work plan. CDM's work authorization will enable staff to rehabilitate the six (6) <br />wells at the facility one by one with no disruption of service to the Utility. CDM <br />will be responsible for coordination, review and oversight of the various <br />phases/tasks of the licensed well contractor (subcontractor to CDM) for these <br />services to ensure proper rehabilitation efforts. Additionally, CDM will evaluate <br />emergency generator/well system alternatives to provide further operations <br />flexibility in the event of power outage. <br />June 20, 2000 <br />105 <br />• <br />
