Community Development Director Robert Keating reviewed the Comp Plan <br />amendment process, advising that this is the first public hearing before the Board of County <br />Commissioners on this amendment request. If the Board approves the transmittal of this <br />application to the Department of Community Affairs (DCA) in Tallahassee for their 60 -day <br />review, a second and final public hearing will be scheduled to consider any comments made <br />by the DCA and whether to adopt an ordinance amending the Comp Plan. If the Board <br />denies the transmittal of an application to the DCA, the application process will come to an <br />end. <br />Commissioner Stanbridge asked for clarification that no facilities are allowed on these <br />lands unless they are recreational in nature, and Director Keating confirmed that any use has <br />to be consistent with the conservation designation. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. <br />Ray Jackson, Post Office Box 307, Vero Beach, noted that 12 to 15 years ago the <br />County had attempted to construct a sewage treatment plant on one of the parcels and <br />questioned the permitted uses. <br />Director Keating advised that the allowed uses would include conservation, education, <br />and recreation. <br />Commissioner Stanbridge noted that the parcels will be turned over to a conservation <br />land manager. <br />The Chairman asked if anyone else wished to be heard regarding this matter.
