RESOLUTION 2000-070 A UTHORIZING COUNTYADMINISTRATOR TO <br />SIGNASSUMPTIONAGREEMENTS <br />The Board reviewed a Memorandum of June 22,,2000: <br />TO: Board of County Commissioners <br />FROM: L- 'ea R. Ke ler, CLA, Legal Assistant <br />County Attorney's Office <br />DATE: June 22, 2000 <br />RE: RESOLUTION AUTHORIZING COUNTY ADMINISTRATOR <br />TO SIGN ASSUMPTION AGREEMENTS FOR BOARD <br />Payments owed to the County for special assessments and impact fees <br />may be made over an extended time period. Liens are placed on the <br />properties at the time the project Is authorized by the Board; however, <br />some projects may not be finished for a long while before the final <br />amount due the County is ascertained and the repayment process can <br />begin. <br />As an example of this, assessment liens for utilities and paving and <br />drainage improvements at Vero Tropical Gardens were recorded five <br />years ago, and because of various problems the project has not yet <br />begun. During the interim many properties have changed ownership. <br />Since the benefit from the anticipated improvements will be to the new <br />property owner, at closing the new property owner can sign an <br />Assumption acknowledging responsibility to complete payment of the <br />existing County lien. <br />It is in the County's best interest to be able to track ownership changes <br />and to be certain that any new property owner is aware of and continues <br />to complete payments due to the County. <br />In the past the Board authorized the County Administrator to sign certain <br />assessment and Impact fee documents on its behalf, thereby streamlining <br />the signing process. The attached resolution amends the previous <br />authorizations to include allowing the County Administrator to sign for <br />the Board in the case of Assumptions. <br />JULY 115 2000 <br />-37- <br />J <br />
