Resolution No. 2000-077 - 1999/2000 Indian River County <br />Emergency Plan for Hazardous Materials <br />The Board reviewed a Memorandum of July 24, 2000: <br />TO: Board of County Commissioners <br />THROUGH: Doug Wright, Director ,>V <br />Department of Emergency Services <br />FROM: Nathan McCollum, Emergency Management Coordinator <br />Division of Emergency Management <br />DATE: July 24, 2000 <br />SUBJECT: APPROVAL OF RESOLUTION ADOPTING THE 1999/2000 INDIAN RIVER <br />COUNTY EMERGENCY PLAN FOR HAZARDOUS MATERIALS <br />It is respectfully requested that the information contained herein be given formal consideration by <br />the Board of County Commissioners at the next scheduled meeting. <br />DESCRIPTION AND CONDITIONS: <br />On July 21, 2000, the Department of Emergency Services received State approval for the Indian <br />River County Emergency Plan for Hazardous Materials which was submitted May 16, 2000, to <br />the Florida Department of Community Affairs, Division of Emergency Management. <br />The submitted plan, consisting of over 800 pages, is measured against compliance criteria <br />established by provisions of Section 303 (g) of the Superfund Amendments and Reauthorization <br />Act of 1986 (SARA) and administrative rulings by the State Emergency Response Commission. <br />The Board of County Commissioners' adoption of the plan finalizes grant agreement OOCP-3V- <br />10-40-22-014 between Indian River County and the Department of Community Affairs, previously <br />approved by the BCC on September 21, 1999. Per the agreement. no matching funds are <br />required. <br />ALTERNATIVES AND ANALYSIS: <br />Recognizing the threat that hazardous materials pose to both the population and the environment, <br />the State Legislature has extended funding authorizations to reimburse counties for resources <br />required to update and maintain an operationally functional hazardous materials response plan. <br />As the number of qualifying facilities subject to SARA reporting increases, on-site inspections and <br />population protection measures are determined and added to the plan. <br />August 1, 2000 <br />21 <br />BK 114 PG 36 1 <br />
