INC. - <br />RENEWAL OF CLASS "B" AND CLASS "E" CERTIFICATES OF <br />PUBLIC CONVENIENCE AND NECESSITY <br />The Board reviewed a Memorandum of July 17, 2000: <br />TO: Honorable Board of County Commissioners <br />THROUGH: James E. Chandler, County Administrator <br />FROM: Douglas M. Wright. Director <br />Department of Emergency Sekices <br />DATE: July 17, 2000 <br />SUBJECT: Approval of Renewal of Class B and Class E Certificate of Public <br />Convenience and Necessity for Able Ambulance and Health Services Inc., to <br />Provide Non -Emergency ALS/BLS Interfacility Transport Services and to <br />Provide Wheelchair Transportation Services <br />On August 31, 1995, during the regular meeting of the Transportation Disadvantaged Local <br />Coordinating Board. the Board recommended to the County Commission that an ordinance be <br />adopted to require a Certificate of Public Convenience and Necessity (COPCN) for the regulation <br />of wheelchair services. <br />On Tuesday, September 19. 1996, the Indian River County Board of County Commissioners <br />approved regulations governing wheelchair services as outlined in County Ordinance. Chapter 304. <br />Life Support and Wheelchair services. <br />On September 22. 1998, the Indian River County Board of County Commissioners issued a <br />Certificate of Public Convenience and Necessity for a Class E (private pay only) to Able Ambulance <br />and Health Services, Inc. to provide wheelchair transportation which will expire on September 22. <br />2000. <br />On August 9. 1998, the Indian River County Board of County Commissioners issued a Certificate <br />of Public Convenience and Necessity for a Class B certificate to Able Ambulance and Health <br />Services. Inc. to provide non -emergency ALS/BLS Interfacility Transport Services which will expire <br />on August 9. 2000. <br />Able has completed applications and has formally requested renewal of the two certificates. The <br />EMS Director and Medical Director have reviewed the applications with the EMS staff and certifies <br />no reasons are known. or perceived. that would require a public hearing pursuant to the established <br />ordinance. Additionally, the service has also undergone an inspection of vehicles. facilities. and <br />records. Able Ambulance and Health Services. Inc. is not under contract with the Transportation <br />Coordinator and currently operates as a private pay only service related to the Class E Certificate. <br />August 1, 2000 <br />62 <br />_I <br />
