13. Landscape & Buffering: A Type 'B" buffer will be constructed along the new south <br />property line of the overall Windsor oceanfront parcel, which is the southern edge of the <br />expansion parcel. This southern edge abuts an undeveloped portion of Golden Sands Park <br />(a county oceanfront park). <br />14. Surrounding Land Use and Zoning of Expansion Area: <br />North: Windsor Oceanfront Single-families/RM-3 <br />South: Vacant Parcel, Golden Sands Park/RM-3 <br />East: Atlantic Ocean/N/A <br />West: S.R. A -1-A Windsor Golf Course/RS-3 <br />RECOMMENDATION: <br />Based on the above analysis, staff recommends that the Planning and Zoning Commission <br />recommend that the Board of County Commissioners grant special exception PD approval for the <br />proposed modifications to the overall Windsor PD. <br />Planning Director Stan Boling reviewed the project which extends the south boundary <br />of Windsor. The project adds 3 lots to the total acreage but reduces the density by 3 units. <br />There is also a waiver to the internal part of the project to allow roof eaves to overhang into <br />the adjoining properties. <br />The Chairman opened the public hearing and asked if anyone wished to be heard <br />regarding this matter. There being none, the Chairman closed the public hearing. <br />ON MOTION by Commissioner Macht, <br />SECONDED by Commissioner Tippin, the Board, <br />by a 4-0 vote (Vice Chairman Ginn absent) <br />unanimously granted special exception PD approval <br />for the proposed modifications to the overall <br />Windsor PD, as recommended by staff. _ <br />nucusT s, 2000 BK 0 14 PG 488 <br />-34- 0 <br />
