Chairman Adams announced the deletion of 9.A.3 and addition of 9.C.6.1 both <br />concerning 28"` Avenue (North of a Street) Petition Water Service, Resolution III. <br />ON MOTION by Commissioner Ginn, SECONDED BY <br />Commissioner Stanbridge, the Board unanimously (4-0, <br />Commissioner Tippin absent) made the requested changes to the <br />agenda. <br />5.A. PROCLAMATION - HONORING THE SEBASTIAN INLET <br />SPORTSFISHING ASSOCIATION <br />Chairman Adams read the following proclamation which was accepted by Messrs. <br />Phil Hinkle and Clyde Berry representing the Sebastian Inlet Sportsfishing Association: <br />PROCLAMATION <br />HONORING <br />THE SEBASTIAN INLET SPORTSFISHING ASSOCIATION <br />WHEREAS. the Sebastian Wet Sportaflshing Association approached Indian River <br />County in 1998 for assistance in initiating an artificial reef program to place several artificial reefs <br />apprordmately 10 miles offshore of Sebastian Inlet in 70 to 80 feet of water. The reefs were placed <br />to enhance fish habitat, provide new sanctuaries for marine life and boost fish population in the <br />area, and there has been at least a dozen varieties of fish and coral found since deployment; and <br />WHEREAS, the program was funded through a grant from the Florida Fish and Wildlife <br />Conservation Commission (FFWCC) for $25,000 in 1999 and $50,000 in 2000. The FFWCC <br />approached b�l to InStethe gtean <br />n four yeas, which would y the second type In U Stated and enerra <br />additional $85,000 towards the program; and <br />WHEREAS, the Sebasflan Wet Sportsfishing Association co * bhatad $5,000 In 1999 and <br />$2,500 In 2000 towards the program; and <br />WHEREAS, the Sebastian Wet Sportsfiahing Assoclation provided personnel, time and <br />vessels during deployment to transport County staff, Florida Institute of Technology researchers <br />and local press to the reefs' sites. Most deployments were during the week, starting at 8:00 am. <br />until 5,00 p.m, and those that assisted took time off work and paid fbetheir own supplies (gas, foe, <br />food and equipment); and <br />WHEREAS, because of weather conditions the helpers were on-call 24 ham a day during <br />the deployment. At times they would not know a reef was being deployed until around 7:00 p.m <br />the night before and had to be ready to go the next morning at 8:00 am <br />NOW, THEREFORE, BE R PROCLAIMED BY THE BOARD OF COUNTY <br />COMMISSIONERS, INDIAN RIPER COUNTY, FLORIDA that the Board appredates the <br />tremendous efforts of the Sebastian Wet Sportaflahing Association, and thanks them for their <br />time and assistance in bringing the artificial reef program to fruition In Indian River County. <br />August 15, 2000 <br />FA <br />Ll <br />
