DESCRIPTION AND CONDITIONS: <br />On behalf of Hovnanian Companies of Florida, Inc., Kimley-Horn and Associates, Inc. has submitted <br />an application for special exception uselconceptual PD plan and concurrent preliminary PD plan <br />approval to construct a 100 lot single-family development located on a 37.20 acre parcel. The <br />subject property is located at the southeast corner of CR 510 and Jungle Trail and is zoned RM -6, <br />a zoning district which allows single and multi -family development at a density of up to 6 units per <br />acre. <br />• Planning and Zoning Commission Action <br />At its regular meeting of July 13, 2000, the Planning and Zoning Commission voted 6-1 to <br />recommend granting PD conceptual plan and special exception use approval, and to grant <br />preliminary PD plan/plat approval subject to Board approval of the PD conceptual plan and special <br />exception use request. While the LDRs require a minimum of 40.6% open space, which includes <br />some credit for lake area, the Commission's action included an additional approval condition that <br />the developer document that the project provides 50% green open -space. Please see the Planning <br />and Zoning Commission minutes (attachment #5). In response to the Planning and Zoning <br />Commission's open space condition, the applicant has provided staff with a detailed open space <br />analysis. This is addressed in the open space section of this report. <br />• PD Project Process <br />As a PD project, the process involved in review and approval of this proposal is as follows: <br />Approval Needed Reviewing Body <br />1. Conceptual Plan/Special Exception PZC & BCC <br />2. Preliminary PD Plan PZC <br />3. Land Development Permits (LDP) or Waiver Staff <br />4. Final PD Plat BCC <br />The applicant is now requesting approval of the first two steps. If the conceptual plantspecial <br />exception use is approved by the Board of County Commissioners, the preliminary PD approval will <br />become effective.
