• <br />The rearyard setback for decks and screen enclosures for all interior lots (1-5 and 53-100) will be 2': <br />for all perimeter lots except the north perimeter lots (19-52), the rearyard setback will be 10' for <br />screen enclosures, and 5' for decks, and for the north perimeter lots (6-18), the rearyard setback will <br />be 15' for decks and screen enclosures. <br />Lot coverage ranges from 57.3% for the largest model on the smallest lot to 23% for the largest model <br />on the largest lot. <br />13. Environmental Issues: <br />Uplands: Since the site is over 5 acres, it is subject to the native upland setaside <br />criteria of section 929.05. However, environmental planning staff has verified that <br />most of upland area land is citrus, with only a small amount of native vegetation <br />along Jungle Trail. The native vegetation along Jungle Trail does not constitute a <br />native community since it is heavily mixed with nuisance exotics. Therefore, no <br />native upland community exists, and no setaside is required. <br />Wetlands: A total of 5.61 acres of the 37.2 acres project site is wetland area. There <br />are two different types of wetlands on the subject site; estuarine wetlands and <br />palustrine wetlands (freshwater non -tidal). The estuarine wetland is 2.21 acres in <br />size and characterized by mangrove growth. The applicant is not proposing to impact <br />the mangrove wetland area. The applicant is, however, proposing to impact <br />approximately 3.40 acres of the freshwater wetland and mitigate that impact by <br />wetland creation, wetland enhancement, wetland/upland buffer creation, and a <br />conservation easement. The mitigation will be approved through the wetland <br />permitting process with the St. John's River Water Management District and Indian <br />River County. Any required conservation easement will need to be granted prior to <br />or via the final plat. <br />14. Archeological Issues: The county's Archeological Survey lists the project area as having a <br />high potential for archeological resources; therefore, staff required the applicant to conduct <br />an archeological investigation and prepare a site specific archeological report for the site. The <br />applicant had such a report prepared and the report revealed the presence of a substantial <br />midden. The findings of the report have been reviewed by the county's Historical Resources <br />Advisory Committee (HRAC). The minutes of the committee meeting are attached to the <br />staff s report. <br />As a result of its review, the HRAC has recommended that: <br />a. An archaeologist be required to be on site during the course of horizontal <br />construction, and that a Phase III investigation be conducted in those resource <br />area that will be disturbed and inaccessible in the future. <br />b. A permanent "display" be required to be developed by the applicant to <br />display artifacts recovered on site, educate the residents of the development <br />on the archeological resources, and to provide for limited public access to the <br />resources. This "display" needs to be reviewed by the HRAC, and the <br />applicant needs to make artifacts available to the county for future display. <br />HRAC also recommended that county staff coordinate with the State Historic Preservation <br />Office (SHPO) concerning the project. Staff has contacted SHPO staff, and SHPO is <br />satisfied with HRAC's recommendations. The SHPO is also a commenting agency on St. <br />John's River Water Management District and Army Corps of Engineers permits associated <br />with the project and therefore will have input with those agencies before wetland alteration <br />permits are issued. <br />AUGUST 22, 2000 <br />-47- <br />6K 9 9 4 PG 673 <br />• <br />
