To ensure proper treatment of archeological resources, staff and the Planning and Zoning <br />Commission recommend that conditions a and b be trade a condition of the PD special <br />exception use approval. To that end, the recommendation at the end of this report contains <br />these conditions. <br />15. Jungle Trail: The site's western boundary fronts Jungle Trail, a county designated "scenic <br />and historic" road. Along the northern sections of the site's Jungle Trail buffer, the applicant <br />proposes to remove Australian Pines, preserve all existing cabbage palms and replant the <br />buffer with understory material. A 6' high black vinyl clad chain link fence will be installed <br />in the outer 10' of the 30' buffer area (in the upland portion of the buffer area). The center <br />section of the site's Jungle Trail frontage is an estuarine wetland area, which will be <br />preserved. Along the site's southern Jungle Trail boundary, there is no existing native <br />vegetation and all the existing material (non-native)wW be removed and replaced by native <br />upland vegetation. In addition, a 6' high black vinyl clad chain link fence will be installed <br />along the outer 10' of the 30' buffer. The Jungle Trail planting plan has been reviewed by the <br />county's environmental planning staff and has been determined to be in and compliance with <br />the Jungle Trail management plan. <br />16. Buffers & Setbacks: <br />North Perimeter. The applicant is constructing a 6' high masonry wall with a Type "C" <br />buffer planted on the CR510 side of the wall. The homes will be set back 40 feet from the <br />CR 510 ultimate right-of-way line. <br />West Perimeter: A 30' Jungle Trail buffer is proposed as described in the Jungle Trail buffer <br />section. There will be only 3 homes within the project adjacent to the buffer. The buffering <br />will be as described in the Jungle Trail buffer section (above). <br />South and East Perimeters: The applicant is proposing a Type "C" buffer along the south and <br />east perimeters as a compatibility measure to buffer against the proposed 60' wide lots. The <br />Type "C" buffer is consistent with PD ordinance requirements and is acceptable to staff, <br />since the south perimeter is adjacent to Bermuda Club multi -family buildings and the east <br />side is adjacent to the Disney Resort. <br />17. Dedications and Improvements: <br />CR 510 Turn Lane: As indicated in the traffic impact analysis, an east bound right -tum lane <br />on CR 510 is required at the project entrance. The tutu lane is shown on the PD plans and <br />will need to be constructed and inspected prior to the issuance of a certificate of completion. <br />External Sidewalk The county's sidewalk and bikeway plan requires an 8' wide pedestrian <br />path along the site's CR 510 frontage. The sidewalk is shown on the PD plans and will need <br />to be built or bonded out prior to the issuance of a certificate of completion. <br />Ultimate Right -of -Way for CR 510. The county's Thoroughfare Plan designates CR 510 as <br />a major collector roadway which requires 160' of right-of-way. Since there is 80' of right-of- <br />way existing, an additional 80' of the right-of-way is needed and 40' of right-of-way from this <br />property is necessary as its fair share portion of the necessary additional 80'. The applicant's <br />Plans accommodate an acquisition of the additional 40' by the county.
