• <br />As proposed, the CMP does not address FWC and SMC comments regarding speed zones. <br />According to the -'WC, it is not necessary, at this time, to address the specific speed zones. Since <br />speed zones are likely to be the most contentious of the issues, County and FWC staff decided that <br />the CMP, without the speed zones, would be adopted first. Then later, the County would work <br />with the FWC, SMC, and various groups to resolve the speed zone issues. Any speed zone <br />changes must be adopted by rule by the FWC, and will involve public hearings and other <br />opportunities for public input. <br />The modified CMP has undergone substantial scrutiny by various entities (FWC, MANWAC, <br />SMC) and represents a balancing of environmental protection and public recreation. Staff's <br />position is that the Plan achieves this balance, is in the interest of the County, and will likely be <br />accepted by the state. <br />Staff recommends that the Board of County Commissioners approve the attached Manatee <br />Protection and Boating Safety Comprehensive Management Plan and direct staff to transmit the <br />plan, as a final document, to the State for approval consideration. <br />Indian River County Manatee Protection and Boating Safety Comprehensive Management Plan <br />ACTION PLAN <br />Based on the analysis herein of existing conditions and associated data, this section, the Action <br />Plan, sets forth specific actions that Indian River County will take, in the form of policies, to <br />further manatee protection and boating safety objectives. This Action Plan contains the <br />following components: Goal; Objectives and Policies; Implementation; and Evaluation and <br />Monitoring. <br />GOAL, OBJECTIVES AND POLICIES <br />This Goal and associated Objectives and Policies shall be adopted by reference to the existing <br />Coastal Management Element of the Comprehensive Plan (March, 1998) as required by <br />Objective 3 (Policy 3.10) of the Coastal Management Element. <br />GOAL <br />It is the goal of Indian River County to equitably balance manatee protection, habitat <br />preservation, and boating safety with commercial and recreational marine interests. <br />OBJECTIVE 1 Boat Facility and Marina Siting and Construction <br />Through 2001, there shall be no ttt increased impact to manatee habitat, or the natural <br />resources of the Indian River Lagoon, including seagrass beds, water quality, estuarine <br />wetlands, and mangrove fringe, attributed to the development or expansion of boat <br />facilities in Indian River County. <br />1.1 By 1999, the siting or expansion of all marinas and boat facilities in Indian River <br />County, and in each municipal government with jurisdiction over a portion of the <br />inland waters of IndianRiver County shall be consistent with the preliminary <br />'assessment criteria and policies established in this plan. <br />AUGUST 22, 2000 <br />-81- <br />BK 114 PG 707 <br />
