1.2 TtnO si6fig of - --- s •litie, itt I"dio_ n:..__ C-eeftly -hall be su <br />c n <br />Marina Siting Zones (1-9) have been established as identified in the Plan The purpose <br />of these Zones is to provide the public with some guidance as to the potential for the <br />expansion or siting of new boat facilities <br />In addition to hese Zonesspecific criteria will be applied to each expansion or new <br />boatfacility regrequest. These criteria are as follows: <br />1. The siting of new marinas or the expansion or rearrangement of existing boatimg <br />facilities/mannas shall be prohibited in each of the following areas of Indian River <br />our : <br />• All of the St Sebastian River west of the U.S. 1 Bridge: <br />• All of the Pelican Island National Wildlife Refuge: <br />• The area known as Jungle Trail Narrows., <br />• Town Limits of Orchid: <br />• To Limits of Indian River Shores: <br />2 The siting of new marinas or the expansion. or rearrangement of existing <br />boating facilit�es/marinas shall be prohibited when one or more of the following <br />conditions are met: <br />(a) the footprint of the boating facility/marina (including all docks access <br />walkways. finger piers. mooring areas turning basins res <br />and ingress and egress <br />pathways) has a SAV coverage to ten (10) percent or greater using a <br />scientifically acceptable method of coverage detennination and such <br />determination is made between the months of May through October <br />(b) the water depths within the mooring areas turning basins and ingress <br />and egress pathways is less than -4 feet at MLW <br />(c) there is less than 150' distance between the waterward most projection of the <br />boat facility (including mooring. pilings and boats) and the ICW channel <br />3• The siting of new marinas or the expansion or rearrangement of existing <br />boating facilities/marinas shall be evaluated using the following criteria <br />(a) no more than 100 Unm feet of native shoreline vegetation shall be <br />altered (trimmed cut removed_ killed or destro,ygd)• <br />(b) a site located witbini a High _Manatee Use area, or a High Watercraft <br />Related Manatee Mortality area, as defined in this plan shall be subject to site <br />specific design restrictions to minimizejotential adverse manatee impacts <br />including (but not limited to): restrictions on the total number of boat slip <br />allowed• use of more upland storage instead of wet storage restrictions on the <br />maximum size of boats that use the facility/marina: restrictions on the number <br />Of powerboats that use the facility (powerboat•sailboat ratio) mnd—esign oft e <br />facili /manna: establishment of a powerboat to length of shoreline ratio (e.g.. <br />one powerboat per 100 feet of shoreline) and/or reduction in the size of the <br />facih /manna. <br />AUGUST 229 2000 <br />-82- <br />0 <br />
