SUBJECT: Artificial Reef Grant Agreements <br />with Florida Fish and Wildlife Conservation Commission <br />DATE: September 25, 2000 <br />DESCRIPTION AND CONDITIONS --- <br />Grant Agreement No. 00097 <br />Following a successful project in 2000, the County has been awarded <br />another Artificial Reef Grant from the Florida Fish and Wildlife <br />Conservation Commission (FWCC). The amount for the grant is <br />$20,000 for the first year of a multi-year study to investigate and <br />evaluate fish populations on the four artificial reefs built in <br />2000. The objective of this study is to compare the fish <br />populations on two reefs that are heavily fished with two otherwise <br />identical reefs that are not fished. This study is a pilot research <br />project to evaluate the role of artificial reefs in fisheries <br />resource enhancement, and will be the second of its type in the <br />United States. The study will be a co-operative effort including <br />the County, Florida Tech researchers, and the Sebastian Inlet <br />Sportfishing Association. <br />ALTERNATIVES AND ANALYSIS <br />County staff has reviewed the attached agreements and finds the <br />conditions acceptable. The first phase of the project must be <br />completed by June 30, 2001. The grant agreement is on a cost <br />reimbursement basis. <br />The alternatives are as follows: <br />Alternative No. 1 <br />Approve the Artificial Reef Grant Agreement for $20,000 on a cost <br />reimbursement basis. Funding to be from the Beach Preservation <br />Fund. <br />Alternative No. 2 <br />Deny the Grant Agreements. <br />RECOMMENDATIONS AND FUNDING <br />Staff recommends Alternative No. 1 whereby approving Grant <br />Agreement No.00097.
