4. Most Intense Use of Subject Property <br />Under Existing Zoning District: 5 Single -Family Units <br />5. Most hitense Use of Subject Property <br />Under Proposed Zoning District: 79 Single -Family Units <br />Transportation <br />As part of the concurrency review process, the applicant has submitted a Traffic Impact Analysis <br />(TIA). The county's Traffic Engineering Division has reviewed and approved that TIA. A TIA <br />reports the number of peak hour/peak season/peak direction trips that would be generated by the <br />most intense use of the subject property under the proposed zoning district, and assigns those trips <br />to impacted roads. Impacted roads are defined in section 910.09(4)(b)3 of the county's LDRs as <br />roadway segments which receive five percent (5%) or more of the project traffic or fifty (50) or more <br />project trips, whichever is less. <br />According to the approved TIA, the existing level of service on impacted roadways would not be <br />lowered by the traffic generated by development of 79 single-family units on the subject property. <br />Water <br />With the proposed zoning, the subject property could accommodate 79 residential units, resulting <br />in water consumption at a rate of 79 Equivalent Residential Units (ERU), or 19,750 gallons/day. <br />This is based upon a level of service of 250 gallons/ERU/day. Development on the subject property <br />would be served by the South County Reverse Osmosis Plant which currently has a remaining <br />capacity of approximately 3,900,000 gallons/day and can accommodate the aomnonat aemana <br />generated by the proposed rezoning. <br />Wastewater <br />Based upon the most intense use allowed under the proposed zoning, development of the property <br />will have a wastewater generation rate of approximately 79 Equivalent Residential Units (ERU), or <br />19,750 gallons/day. This is based upon the level of service standard of 250 gallons/ERU/day. If <br />wastewater collection lines were extended to the sitq, centralized sewer service would be available <br />to the site from the South Regional Wastewater Treatment Plant, which currently has a remaining <br />capacity of approximately 650,000 gallons/day and can accommodate the additional wastewater <br />generated by the subject request. <br />Solid Waste <br />Solid waste service includes pick-up by private operators and disposal at the county landfill. The <br />county's adopted level of service standard for landfill capacity is 1.97 cubic yards/person/year. With <br />the county's average of approximately 2.3 persons/unit, a 79 unit residential development would be <br />anticipated to house approximately 182 people (2.3 X 79). For the subject request to meet the <br />county's adopted level of service standard of 1.97 cubic yards/person/year, the landfill must have <br />enough capacity to accommodate approximately 359 (182 X 1.97) cubic yards/year. <br />A review of the solid waste capacity for the active segment of the county landfill indicates the <br />availability of over 800,000 cubic yards. The active segment of the landfill has a four year capacity, <br />and the landfill has expansion capacity beyond 2010. Based on the analysis, staff determined that <br />the county landfill can accommodate the additional solid waste generated by the site under the <br />proposed zoning district. <br />October 3, 2000 - <br />72 <br />GK 115 PG 310 <br />
