south of 90' Street, SW is currently a two lane road with 50 to 100 feet of public road right-of-way. <br />That segment is programmed to be expanded to four lanes and 120 feet of public road right-of-way <br />by 2003. <br />THE COMPREHENSIVE PLAN <br />State law requires that every local government develop and implement a comprehensive plan <br />containing goals, objectives and policies. Comprehensive plans must be based on the best available <br />information regarding existing and projected conditions and needs, including population projections. <br />All plans must contain a Future Land Use Map depicting land use designations and indicating the <br />desired location of future commercial, industrial, residential, agricultural, conservation, and public <br />uses. The plan must show a clear separation of urban and mural areas. That is an important function <br />of Indian River County's urban service area. <br />Land within the urban service area is intended for more intense land uses, and as such a greater level <br />of urban services is available in that area. In contrast, the opportunity to connect to public facilities <br />and services is significantly less on the agriculturally designated land outside the urban service area <br />There are two parts to this analysis. The first part is a general discussion of the location of the urban <br />service area boundary. That discussion focuses on the following issues. <br />• urban service area expansion issues; <br />• impacts on land within the urban service area; and <br />• the similarity between the Clontz site other sites. <br />The second part of the analysis specifically addresses development of the Clontz site. <br />URBAN SERVICE AREA EXPANSION ISSUES <br />As indicated earlier in this staff report, the Board of County Commissioners has previously <br />considered expanding the urban service area to include the Clontz site. The staff report from that <br />meeting, which is attached to this staff report, examines in detail Urban Service Area Expansion <br />Issues. That examination focuses on the following three issues: <br />Timing - is there a need to exnand the urban Service are2 at this timd The analysis indicates that <br />there is approximately a 70 year supply of land within the urban service area. For that reason, the <br />urban service area does not warrant expansion at this time. <br />Location - When the urban Qeryice sre warrants °mansion- where should that occur? The analysis <br />indicates that there are many areas of the county which have circumstances similar to Clontz's. <br />Urban service area expansion should occur only after an analysis to determine the best location for <br />the expansion. <br />Development Pattem _ When the urban � p��� in what toren should the <br />e�nancion area be allowed o d v lou? The analysis identifies two options.
