• <br />LJ <br />site is located on the north side of CR 512, just west of the Sebastian River Middle School. The <br />property is owned by the State of Florida and leased by Indian River County for recreational use. <br />The park will include two swimming pools, a "lazy river" water facility, four (4) baseball fields, and <br />a future soccer field complex. <br />The subject property is zoned CON -1, Conservation 1 which allows recreational uses. Parks are <br />listed as a special exception use in the CON -1 zoning district. Therefore, special exception use <br />approval is required, and specific land use criteria for parks must be satisfied. <br />■ Planning and Zoning Commission Action: <br />At its regular meeting of September 28, 2000, the Planning and Zoning Commission voted <br />unanimously (6-0) to recommend approval of the special exception use for the North County Park. <br />In addition, the Planning and Zoning Commission approved the corresponding major site plan <br />application subject to Board approval of the special exception use request. <br />The Board of County Commissioners is to approve, approve with conditions, or deny the special <br />exception use request. Pursuant to Section 971.05 of the land development regulations (LDRs), the <br />Planning and Zoning Commission is to consider the appropriateness of the requested use for the <br />subject site and surrounding area. The county may attach any conditions and safeguards necessary <br />to mitigate impacts and to ensure compatibility of the use with the surrounding area. <br />ANALYSIS: <br />1. Size of Lease Area: 121 acres <br />Note: The overall St. Sebastian River State Buffer Preserve area is ±6,800 acres located in <br />Indian River County. There is additional acreage in Brevard County. <br />2. Zoning Classification: CON -1, Conservation 1 (0 units/acre) <br />3. Land Use Designation: C-1, Conservation 1 (0 units/acre) <br />4. Building Area: 14,642 sq. ft. <br />Note: This includes 9 buildings which will be used for the pool complex, pool pavilion, pool <br />maintenance, park maintenance, restrooms/concession stand, and picnic -shelters. <br />October 17, 2000 <br />27 <br />
