Cox, P.E., Civil Engineer <br />SUBJECT: Request for Floodplain Cut and Fill Balance Waiver for Earring Point Tower, <br />Tax Parcel I.D. No. 11-32-39-00000-0010-00001.0 <br />REFERENCE: Project No. 2000050252-23750/AA-00-08-109 <br />CONSENT AGENDA <br />DATE: October 18, 2000 <br />H. Lee Chapman, has submitted a site plan application for a communication tower on the subject <br />property, and has requested a waiver of the cut and fill balance requirement of Section 930.07(2)(d) <br />of the Stormwater Management and Flood Protection Ordinance. The site is located in special flood <br />hazard area Zone AE with base flood elevation of 8.0 feet N.G.V.D. The ten-year flood elevation <br />is 5.0 feet N.G.V.D. The proposed displacement of the floodplain below 5.0 feet for which the <br />waiver is requested is 930 cubic yards as indicated in the attached calculations from the applicant's <br />engineer dated October 11, 2000. <br />ALTERNATIVES AND ANALYSIS <br />The project meets the cut and fill balance waiver criteria provided in Section 930.07(2)(d)1. of being <br />situated in an estuarine environment within the 100 year floodplain along the Indian River and in <br />staff s opinion it appears that all other Stormwater Management and Flood Protection Ordinance <br />requirements can be met without adverse impact on other lands in the estuarine environment.
