Keating, AICP % <br />Community Development Director <br />FROM: Stan Boling -I&P <br />Planning Director <br />DATE: October 17, 2000 <br />SUBJECT: First Hearing on Proposed LDR Amendments: Road Names; Civic and Social <br />Membership Clubs; Group Homes and ALFs in the MED District; CR 510 East <br />Corridor Entry Features , <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its meeting of October 24, 2000. <br />BACKGROUND: <br />Recently, four unrelated land development regulation (LDR) amendment proposals were initiated <br />for consideration. As per county procedures. these amendments have been reviewed by the <br />appropriate committees and the Planning and Zoning Commission. Three of the amendments are <br />Board (Board of County Commissioners) initiated while one is staff initiated These amendments <br />are: <br />1. Allowance for Road Names (BCC - initiated) <br />2. Civic and Social Membership Clubs (BCC - initiated) <br />3. Group Homes and Adult Living Facilities (ALFs) in the MED District (Staff - <br />initiated) <br />4. Entry Feature Height Allowance in the CR 510 East Corridor (BCC - initiated) <br />Staff has drafted an individual ordinance for each amendment. A copy of each of these proposed <br />amendment ordinances is attached (see attachments 5 through 8). <br />These amendments are being reviewed at two hearings (October 20 and November r ). The Board <br />is now to consider each amendment and is to direct staff to make any desired changes. In response <br />to Board direction, and any format sufficiency comments from the County Attorney's Office, staff <br />will prepare revised `final" ordinances for the Board to act on at a second public hearing which is <br />scheduled for November 7, 2000. <br />ANALYSIS: <br />Allowance for Road Names (BCC - initiated) <br />Chapter 951 of the LDRs was established years ago to ensure that a coordinated road and <br />housebuilding address system is maintained throughout the county and applied to new <br />developments. That system is based upon the existing numbered grid system for roads, and <br />
