standardizes road designations and suffixes by location and direction/orientation within the grid. <br />Currently, Chapter 951 regulations require all public roads and many private roads to have street <br />number designations (e.g. 29' Court). However, Chapter 951 currently contains some exceptions <br />whereby new private roads are allowed to be given name designations (e.g. "Planner Way") based <br />upon a special approval. These exceptions allow name designations for new roads that: <br />(1) Are an extension of an existing named road, or <br />(2) Are located on the barrier island (where road names rather than road numbers are in <br />place), or <br />(3) Are within PDs and do not fit into the existing grid of east -west and north -south <br />streets. <br />For some time, it has been the practice of the Board of County Commissioners to approve all <br />requests for name designations for private roads, sometimes contrary to staff (emergency services <br />and planning) recommendations. It should be noted that most projects contain some segment(s) of <br />roadway (e.g. curved entrance road) that does not run either north -south or east -west and does not <br />fit into the existing grid (see criterion 3, above). During its review of the Riverbend PD project, the <br />Board not only granted the applicant's request for the use of road names for that project, but also <br />instructed staff to revisit the LDRs to allow for private roads to be name designated without special <br />approval (see attachment #1). <br />Staff has now initiated an LDR amendment to implement the Board's practice of allowing road name <br />designations, rather than requiring road numbering designations, for all private roads regardless of <br />the `fit" within the grid system. Because most new development projects involve private roads and <br />most developers desire road names, staff anticipates that the proposed LDR amendment will result <br />in most new roads being given name designations. <br />Therefore, it is likely that if the amendment is adopted then roads in newly developing and infill <br />areas of the county will not fit into the road number designation system, and the integrity of the <br />number designation system will be lost over time. For that reason the Emergency Services <br />Department recommends against the proposed LDR amendment (see attachment #2). <br />PSAC Recommendation: Voted 7-0 to recommend that road names be allowed for all <br />private roads and dedicated public roads as well. <br />PZC Recommendation: Voted 41 to recommend approval of the proposed ordinance <br />to allow use of road names for new private roads. <br />Staff Recommendation: Emergency Services recommends against the proposed <br />change. Planning staff recommends adoption of the <br />ordinance so that the Board's practice of allowing use of road <br />names for private roads is codified. <br />■ Civic and Social Membership Clubs (BCC - initiated) <br />At its August 8, 2000 meeting, the Board directed staff to propose an LDR amendment to allow <br />Civic and Social Membership Clubs as special exception uses in areas similar to the non-commercial <br />properties located between the Indian River Mall and 26' Street (see attachment #3).
