• <br />PLAN AMENDMENT NUMBER: CPTA 2000-07-0161 <br />It is requested that the data herein presented be given formal consideration by the Board of County <br />Commissioners at its regular meeting of November 7, 2000. <br />On February 13, 1990, Indian River County adopted its comprehensive plan. On March 17, 1998, <br />as part of the Evaluation and Appraisal Process, that plan was substantially updated. As required <br />by state law, all development activities must be consistent with the comprehensive plan, and all <br />county activities must conform to plan policies. Occasionally, the plan must be updated to reflect <br />the latest and best available information and to address changed conditions. Additionally, the plan <br />must periodically be reviewed and revised in order to reflect the community's changing needs and <br />desires. For those reasons, the county has initiated this amendment. <br />After a recent review of the plan, staff determined that several elements need to be revised. The <br />affected elements are the Future Land Use Element, the Sanitary Sewer Sub -Element, the Potable <br />Water Sub -Element, the Coastal Management Element, and the Recreation and Open Space Element. <br />The proposed amendments are related to Agricultural Planned Developments (PDs), Caribbean Fruit <br />Fly host plants, the Future Land Use Map, utility service for agricultural businesses located outside <br />the urban service area, post -disaster recovery and redevelopment; and arts and cultural objectives. <br />The proposed additions and deletions to the plan are shown on Attachment 2. In this attachment. <br />deletions are indicated by strike throughs, while additions are shown as underlined. <br />On September 28, 2000, the Planning and Zoning Commission voted 5 to 1 to recommend that the <br />Board of County Commissioners approve the proposed amendments as shown on Attachment 2. <br />On October 19, 2000, the Professional Services Advisory Committee voted 4 to 2 to recommend that <br />the Board of County Commissioners approve the proposed amendments as shown on Attachment <br />2. <br />DESCRIPTION OF AMENDMENTS BY CATEGORY <br />The proposed amendments can be grouped into six categories based on their subject. Each subject <br />category of amendments is described below. <br />Optional Agricultural PDs <br />The proposed amendments to the Future Land Use Element make Agricultural PDs optional, rather <br />than mandatory, for residential development outside the urban service area. <br />Agricultural PDs are residential subdivisions located on agriculturally designated land (agriculturally <br />designated land is outside of the county's urban service area). Other types of PDs are permitted only <br />within the urban service area. The county's comprehensive plan and land development regulations <br />currently require residential subdivisions of two or more lots (other than a one time lot split) on <br />agriculturally designated land to be approved as Agricultural PDs. Within Agricultural PDs, and <br />PDs in general, special negotiated regulations allow developers additional flexibility in terms of <br />subdivision and lot design (to meet market demand), as long as certain minimum standards are <br />maintained.
