C, <br />Because the negotiated purchase price of the Proctor parcel is higher than the appraised value, approval of <br />the purchase will require a "super -majority" (4 out of 5) vote of the County Commission. <br />RFCOMMFNDATION: <br />Staff recommends that the Board of County Commissioners approve the attached purchase contract for the <br />Proctor parcel, and authorize the Board Chairman to execute the contract. Staff recommends that <br />environmental land bond funds (Account # 125-146-539-033.19) and Public Works project funds (Account #315- <br />214-541-066.12, Optional Sales Tax/Right-of-Way Acquisition) be used for the purchase, as explained herein.
