He <br />read a letter (copy on file) from the Indian River <br />Neighborhood Association encouraging the Board to make <br />its proposed Ordinance more comprehensive, similar to <br />Monroe County's Vacation Rental Ordinance. Mr. Whittall <br />outlined suggestions for short-term rental requirements, <br />which included: <br />1. Licensing the Property <br />2. Installing and Inspecting Annually Smoke & Carbon <br />Monoxide Detectors <br />Commissioner O'Bryan wanted to move forward on May 5, <br />2015, with the parking regulations as a first step towards <br />oversight of short-term rentals. He affirmed that he would <br />continue exploring regulations for vacation rentals, as well <br />as: (1) potential impacts on the septic and sewer systems; <br />and (2) the possibility of imposing commercial solid waste <br />rates. <br />Board comments and questions followed on short-term <br />vacation rentals. <br />Community Development Director Stan Boling addressed <br />Board queries about taxes and licensing requirements. <br />No Board Action Required or Taken <br />The Chairman called a recess at 10:37 a.m., and reconvened <br />the meeting at 10:49 a.m., with all members present. <br />(Clerk's Note: Item 10.B.1. was heard at 10:49 a.m., following <br />the recess). <br />C.
