Inc. (KSI) to initiate a feasibility study and procurement <br /> process to help the County achieve the State's recycling goal of <br /> 75% by 2020. He reported that KSI has prepared a Technical <br /> Memorandum summarizing the feasibility evaluation, <br /> completed in Task 1, and outlining the structure of the <br /> procurement process, to be done in Task 2. He described <br /> Infinitus Energy's mixed waste processing facility in Alabama, <br /> and posed the possibility of a public/private partnership to <br /> develop a similar facility in the County. He discussed the <br /> prospect of the SWDD exporting its waste out-of-County, and <br /> mentioned that it might be necessary to import waste from <br /> adjacent municipalities to meet possible minimum tonnage <br /> requirements. He stated that the proposed Request for <br /> Information (RFI)/Request for Proposal (RFP) process will <br /> identify and evaluate companies who may be interested in <br /> developing a waste processing system in the County that <br /> maximizes waste diversion. Director Burke noted three key <br /> factors to consider in waste diversion: (1) mixed waste <br /> processing; (2) construction and demolition debris (C&D); <br /> and (3) biosolids conversion. He advised that if the Board <br /> authorizes staff and KSI to move forward with the <br /> procurement process, a selection committee would be formed <br /> to rank the proposals, and staff would report back to the <br /> Board sometime in January/February 2016. <br /> Commissioner Zorc asked staff to report back on the costs for <br /> processing the waste stream in-County, versus transporting <br /> the waste out-of-County. <br /> Vice Chairman Solari asked staff to report back on the <br /> possible impacts on the County's roads if out-of-County waste <br /> was trucked in, and on the costs to Infinitus Energy for <br /> implementing Phase II of its mixed waste processing facility. <br /> ON MOTION by Vice Chairman Solari, SECONDED by <br /> Commissioner O'Bryan, the Board unanimously authorized <br /> staff and Kessler Consulting, Inc., to proceed with the <br /> procurement process for Solid Waste Processing and <br /> Recycling Services. <br /> ADJOURNMENT <br /> There being no further business, the Chairman declared the meeting adjourned at 10:06 a.m. <br /> Solid Waste Disposal District Page 4 <br /> May 19,2015 <br />
