STAFF INPUT ON POLICY DECISIONS: <br />Staff is providing the following input on policy decisions that need to be considered by the SWDD Board. <br />These recommendations are in line with the Board approved 2014 Solid Waste Master Plan to increase <br />participation and recycling services throughout Indian River County. <br />1. Carted Single -Stream Recycling — Staff recommends switching to single -stream recycling <br />throughout IRC as it offers a convenient, user-friendly option to our residents to increase <br />participation and maximize recycling rates. Depending on the service option selected, there is an <br />increase in costs compared to the current dual -stream bin program; however, the single -stream <br />rates offered by the top ranked firms is within range from surrounding communities that have <br />switched to single stream recycling. Also, there is demonstrated data from these communities <br />that both participation and recycling rates go up with single -stream recycling. <br />2. Carted Solid Waste Collection — Staff recommends switching to carted solid waste collection in <br />Unincorporated Indian River County. This is an independent decision regardless of subscription <br />or universal service. From the perspective of the resident,, it provides a more efficient service <br />where it eliminates the current service sticker program and eliminates their need to purchase <br />garbage cans. The industry trend is toward carted solid waste collection as it reduces worker <br />injuries and allows for automation of service. <br />3. One Service Area — From the perspective of maximizing savings to our residents, staff <br />recommends switching to a One Service Area franchise. There are communities that are in similar <br />size that have a single service provider. <br />4. Once -A -Week Garbage—Similar to above, staff recommends switching to Once -A -Week Garbage <br />service to maximize savings and increase recycling. Again, this is a norm in the United States a <br />growing trend in many communities in Florida. <br />5. Subscription or on Annual Tax Bill — As the results of the RFP demonstrate, Universal Collection <br />service offers the maximum reduction in costs for all of the residents within the Urban Service <br />Area of Unincorporated Indian River County. Therefore, staff recommends Universal collection <br />within the Urban Service Area while maintaining subscription service outside the USA and include <br />this cost as part of the SWDD assessment on the annual tax bill. <br />6. Cart Purchase — The decision on who should purchase carts depends on the service option <br />selected. In the RFP, a discount was provided by each firm if the SWDD would purchase all of the <br />carts. Staff has analyzed this discount and determined that the SWDD should only consider the <br />purchase of carts if Service Option 3B (One Service Area) is selected. For all other service options <br />presented, it is not financially beneficial for SWDD to purchase the carts. <br />7. Customer Convenience Centers — At this time, staff recommends no changes to the CCC's. <br />Depending on the option selected, staff will continue to evaluate the use of the CCCs to <br />determine whether their usage warrants a reduction in service hours and/or services which could <br />help reduce the annual service assessment to all residents of Indian River County. <br />SWDD Agenda - Summary of Results for RFP, Input on Policy Decisions and Recommendations for Award Page 9 <br />9 <br />
