ANALYSIS <br />1. Size of Parcel: 2.46 Acres <br />2. Zoning Classification: RS -6, Residential Single -Family (up to 6 units/acre) <br />3. Land Use Designation: M-1, Medium -Density Residential -1 (up to 8 units/acre) <br />4. Building Area: Existing: 6,988 sq. ft. <br />Proposed Modular Office: 1,307 sq. ft. <br />Total: 8,295 sq. ft. <br />Note: The existing building area includes an 864 sq. ft. storage shed, which will remain. <br />5. Open Space: Required: 30.0% <br />Proposed: 68.7% <br />6. Traffic Circulation and Impacts: The subject site has an existing two-way driveway on 20th <br />Street (SR 60). No changes are proposed to the existing driveway connection. Due to the low <br />trip generation associated with the proposed addition, no traffic impact study was required for <br />this project, and no off-site traffic improvements are required or proposed. Public Works has <br />approved the internal circulation and the use of 13 additional stabilized parking spaces. <br />7. Off -Street Parking: Required: 56 spaces (based on pre-existing sanctuary seating) <br />Existing: 43 spaces (grandfathered -in) <br />Proposed: 56 spaces (adding 13 stabilized grass spaces) <br />Note: As an infrequent use, stabilized parking is allowed for places of worship and that <br />allowance applies to the proposed project. <br />The current church facility was built in 1978 and has a total of 43 existing parking spaces. <br />Under current code, 56 spaces would be required based on sanctuary seating (168 seats); <br />however, the existing facility parking is grandfathered -in. As part of the subject project, the <br />applicant is voluntarily proposing to add 13 stabilized grass parking spaces in order to meet the <br />current code minimum required number of parking spaces. No increase in sanctuary space or <br />seating is proposed. <br />8. Landscape Plan: The proposed landscape plan provides a Type `B' buffer around the <br />perimeters of the project's areas of development. Specifically, buffering will be provided along <br />the north and west property lines adjacent to the proposed modular office, and along the east <br />property line adjacent to the proposed additional parking area. As proposed, both project areas <br />of development will be brought up to current code requirements. Because this proposal does not <br />constitute a major site plan, the entire site is not required to be brought into full compliance with <br />current code, including landscaping requirements. <br />9. Stormwater Management: Public Works reviewed the existing stormwater system, indicated <br />that no additional stormwater improvements are required, and approved the proposed project. <br />10. Utilities: The site is currently served by County water and has an existing septic system.
