Mehta, P.E., Managing Director, Solid Waste Disposal Districtm. <br />Subject: Request for a Recycling Education and Marketing Coordinator and Related Funding <br />DESCRIPTIONS AND CONDITIONS: <br />On March 18, 2015, the Indian River County (IRC) Solid Waste Disposal District (SWDD) Board awarded <br />the Solid Waste and Recyclables Collection Franchise Agreement to Waste Management, Inc. of Florida <br />to provide subscription, once -a -week, carted solid waste collection in Unincorporated IRC as well as <br />carted single stream recycling throughout IRC starting October 1, 2015. Along with these decisions, the <br />Board included an approval for staff to take steps necessary to implement an educational component to <br />these upcoming changes. <br />Staff has reviewed the past personnel positions at SWDD as well as the past educational components <br />and recommends that the Board consider hiring a Recycling Education and Marketing Coordinator with <br />budget allocations to develop a consistent message, implement outreach programs and target <br />residential, multi -family, schools, visitors and commercial businesses on the upcoming changes in our <br />County. This position would help increase recycling participation in each of the municipalities as well as <br />unincorporated IRC. <br />ANALYSIS: <br />From 1989 to 2000, SWDD had a Recycling Coordinator position, Grade E-05, which was earning <br />$37,491.48 annually and then from the period of 2002 to 2007, SWDD had an Education, Business and <br />Outreach Coordinator position, Grade E-06, earning $49,628.28 annually. These positions were <br />eliminated due to budget cuts. <br />A survey of nine counties by our Human Resources Department has shown that they have positions that <br />are similar in nature and range in an average salary from $41,634.53 to $67,373.92. According to the <br />survey, the lowest salary was in Citrus County at $29,542.50 and the highest salary was in Palm Beach <br />County at $89,065.00. Currently, St. Lucie County has a Solid Waste Education and Marketing <br />Coordinator position with a salary range of $50,885.85 to $81,117.26 annually. <br />Based on this information, staff recommends that the SWDD Board consider creating a Recycling <br />Education and Marketing Coordinator position. The starting salary would be $38,179.44 annually with a <br />standard benefits package to total $56,074.44 annually. The pro -rated salary for four months of this <br />fiscal year would be approximately $19,000. In addition, it is recommended that a new computer and a <br />vehicle be assigned to the new Grade E-06 position.
