5. The Town of IRS wishes to remain part of the SWDD; however, recognizes that the Inter- <br /> Local Agreement between the SWDD and the Town of IRS needs to be revised. <br /> ANALYSIS: <br /> The Board should consider the following options: <br /> 1. Wait for the Town of Indian River Shores to meet on Thursday, May 21, 2015 whereby <br /> the Town Council will meet to decide on how to proceed with the current Interlocal <br /> Agreement (ILA) with the County. <br /> 2. Direct SWDD staff to work with the County Attorney and the Town to modify the current <br /> ILA to allow Republic Services to continue to provide recycling services to the Town <br /> through the end of 2017. <br /> What has become apparent during this process is that the ILA's with the municipalities, in effect <br /> since 1993, are outdated and contain language that makes the possibility of long term commitments <br /> from the municipalities difficult due to a very short term termination clause. If the Shores' ILA will <br /> need to be modified due to the recycling aspect for the Town, then all the municipality ILA's should <br /> also be modified to address the short term termination language and updated to reflect the current <br /> recycling goals set forth by the State of Florida.
