Page 4 <br /> BCC Agenda Item <br /> Sector 5 Beach Restoration Project <br /> May 27, 2015 <br /> During the May 18, 2015 Beach Committee meeting, the Sector 5 Federal process was again <br /> discussed. The committee all agreed that due to their uncertainty on the Federal project process, <br /> funding implications, potential environmental impacts, and that the current Indian River County <br /> beach management program is adequately addressing the County's erosive segments of the <br /> shoreline without Federal participation, a motion was unanimously approved to abandon Federal <br /> assistance on the Sector 5 at this time. <br /> Under alternative 1, the County could initial their own project but would only be eligible for cost <br /> share from the Florida Department of Environmental Protection (FDEP). Approval of Alternative <br /> 1 would also align with the May 18, 2015 Beach Committee approved motion. <br /> Benefits of a County project: <br /> • Local Sponsor planned and designed project <br /> • Shorter feasibility, design, and permitting schedule <br /> • Project will be consistent with the goals of the County Beach Preservation Plan <br /> Challenges with a County project: <br /> • FDEP funding <br /> • Project <br /> • Designing a project with a high enough benefit-to-cost ratio <br /> • Schedule/process from GRR study to design and construction phase (several years) <br /> Alternative 2: Execute the Feasibility Cost Share Agreement with the USACE and proceed <br /> forward with the General Reevaluation Report study.
