Single Stream Transfer Facility Update <br /> (memorandum dated June 30, 2015) 168-171 <br /> Director Burke recalled that on April 21, 2015, the Solid Waste <br /> Disposal District Board approved the Solid Waste and <br /> Recyclables Collection Franchise Agreement with Waste <br /> Management, Inc., and pointed out that one of the primary <br /> elements included switching from dual-stream to single-stream <br /> recycling. He said staff was looking at a turn-key project with <br /> Waste Management that would utilize a 6,240 square-foot fabric- <br /> based building for a cost of $298,000, which would include <br /> demolition of the existing structure, improving the tipping/loading <br /> area, and installing push walls. Director Burke used the overhead <br /> projector to describe the different structures and how the facility <br /> will operate. Due to the short timeline and lower cost of the <br /> operation, he recommended waiving the bid process and <br /> awarding the turn-key project to Waste Management, in the <br /> amount of$298,000. <br /> MOTION WAS MADE by Commissioner O'Bryan, SECONDED <br /> by Commissioner Flescher, to: (1) waive the bid process and <br /> award the turn-key project to Waste Management, Inc., for a not <br /> to exceed amount of $298,000, to construct a new single-stream <br /> transfer facility, and (2) authorize the Purchasing Manager, in <br /> conjunction with the County Attorney, to issue a Purchase Order <br /> to Waste Management. <br /> George Geletko, representing Waste Management, revealed that <br /> Luke Debock, Waste Management's Construction Manager <br /> Engineer, had about 30 years of experience with these types of <br /> facilities. <br /> Luke Debock said the structures have a 10-year warranty, and <br /> are basically maintenance free.
