to taxes and assessments levied by the City of Vero Beach after 1949, said deed also contain- ing a provision as follows; "In the event the Purchases fails to erect a building costing not less than $30,000.00 and fails to complete the construction of Said building not later then December 28, 1950, then in that event, the above described property shall revert to the City of Vero Beach." Section 2.
