Brown, Budget Directo 1 <br /> FROM: Jennifer Hyde, Purchasing Manag49� <br /> SUBJECT: Termination of Award—Custodial Services for County Buildings Group 3 <br /> BACKGROUND: <br /> On February 10, 2015, the Board approved the award of RFP 2015014 for Custodial Services for <br /> County Buildings, divided into four geographical areas, to four firms. The firms began providing <br /> service at their assigned facilities on March 1, 2015, with the term of the agreement effective <br /> through February 29, 2016, with options for two one-year renewals. <br /> Group 3,the 43rd Avenue Complex was awarded to KeeClean Management, Inc. To date,the <br /> facilities have not received the level of service outlined in the Request for Proposals(RFP) and <br /> agreement. The KeeClean contract manager has been notified daily by email regarding issues and <br /> concerns, however many continue to occur. Of the daily cleaning requirements, KeeClean has <br /> failed to complete more than half consistently. Facilities Management and Sheriffs Department <br /> staff have spent time showing the vendor's employees what areas are to be cleaned (in some <br /> facilities on more than one occasion), and pointing out discrepancies, however the work is still not <br /> being completed satisfactorily. <br /> ANALYSIS: <br /> The service provided to Indian River County by KeeClean to date does not meet the requirements <br /> as defined in the RFP and agreement, and therefore constitutes a substantial failure to perform. <br /> Per Article 7.3 of the Agreement, the County is entitled to terminate the agreement for such <br /> failure after making a seven day written notice. KeeClean was notified of staff's intention to <br /> request authorization to provide the seven-day notice by written memo on Wednesday,June 10, <br /> 2015.The vendor responded by phone immediately and promised to correct the numerous <br /> documented discrepancies by June 15, 2015. As of the date of this memo,the noted discrepancies <br /> are still outstanding and no improvement in service has been noted. The vendor did not contest <br /> the failures stated in our written memo to them. <br /> The next highest ranked proposer for Group 3,Tribond, LLC has been contacted and is willing to <br /> assume the contract at their previously proposed rates, effective July 1, 2015.
