Upon motion of Commissioner Hamilton, seconded by Commissioner Watts and carried', <br />the Board then instructed Douglas Baker, Clerk, to collect from each candidate who seeks nomin <br />ation for any office a filing fee of three percent (31) of the annual salary of the office as <br />provided in Section 99.031 of the 1951 Florida Statutes. <br />Commissioner Watts presented a petition signed by Donald MacDonald and numerous , <br />other property owners of the Roseland - Sebastian area urging the construction of a new highway. <br />in order to eliminate a bottle -neck now existing on U. S. Highway #1 running south from the <br />bridge across the Sebastian River and follows the shore line of the Indian River. <br />RESOLUTION -- Changing of Right of Way, Florida State Road #5, (U.S. #1) at North County Line, South <br />Pursuant to the foregoing petition, Commissioner Watts introduced the following <br />Resolution and moved its adoption as follows, to -wit: <br />WHEREAS, the Board of County Commissioners of Indian River County, Florida, has <br />0 <br />1 <br />heretofore petitioned the State Road Department of Florida, by Resolution, to widen, extend and; <br />improve Florida State Road No. 5 on its present right of way into a modern and adequate four a <br />lane highway through Indian River County; and, — <br />WHEREAS, there has been filed before this Board of County Commissioners a peti- <br />tion of residents and property owners in the Northern part of Indian River County, requesting <br />that the right of way of Florida State Road No. 5 be changed as the same comes South from the <br />Sebastian River bridge; Now, therefore, <br />BE IT RESOLVED by the Board of County Commissioners of Indian River County, Flor- <br />ida, that this Board does herewith concur in the expressions made in said petition and said <br />Board does herewith recommend that the State Road Department consider the changing of the right <br />of way of Florida State Road No. 5 at the North County line in order that said right of way <br />shall run in a more direct Southerly line from the Sebastian River bridge South in order that <br />the curves and winding section of said road along the shore of the Indian River immediately to <br />the South of the Sebastian River bridge may be eliminated and so that said new right of way may, <br />come back to the present right of way at a point South of said curves. <br />BE IT FURTHER RESOLVED that a certified copy of this Resolution be furnished to <br />the Honorable Alfred A. McKethan, Chairman, State Road Department, and to the Honorable Merrill <br />P. Barber, member of the State Road Department from this District. j. <br />Upon being duly seconded by Commissioner Waddell, the same was unanimously adopted. <br />RESOLUTION -- Requesting Game and Fresh Water Commission to Fix Dividing <br />Line Between Fresh Water and Salt Water in the Sebastian River <br />Commissioner Hamilton introduced the following Resolution and moved its adoption, <br />as follows, to -wit: <br />WHEREAS, the Board of County Commissioners of Indian River County, Florida, is <br />interested in the preservation of fish and game in Indian River County, Florida; and, <br />WHEREAS, it is the opinion of the Board of County Commissioners that it would be <br />to the best interest of the citizens of Indian River County,` Florida, that a definite line be <br />established defining and determining the part of the Sebastian River which lies in Indian River <br />County, Florida, as to that which constitutes fresh water under the laws of the State of Florida <br />and as to that which constitutes salt water under the laws of the State of Florida; Now, there- <br />fore, <br />BE IT RESOLVED by the Board of County Commissioners of Indian River County, Flor- <br />ida, that this Board does herewith respectfully request the Game and Fresh Water Fish Commission <br />
