RESOLUTION 96- 54 <br />5. This Board believes that the local governments should be <br />able to receive estimates and costs and expenses as part of the initial <br />proposal from the consultant. <br />NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF <br />COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA <br />that: <br />I. The Board supports revising the Consultants' Competitive <br />Negotiation Act to allow Government Agencies to request estimates of <br />costs and expenses prior to the competitive selection process <br />beginning with a consultant. <br />2. This Board does therefore support amending Section <br />287.055, Florida Statutes, (Consultants' Competitive Negotiation Act) <br />and amending any Federal laws (i.e. Brooks Architect -Engineers Act) <br />which prohibit the estimates of costs and expenses to be considered <br />prior to the competitive selection process. <br />3. The Executive Aide to the Commission is hereby directed to <br />send a copy of this resolution to Governor Lawton Chiles, members of <br />the Florida Legislature and the United States Congress representing <br />Indian River County, and the Florida Association of Counties. <br />The resolution was moved for adoption by Commissioner <br />Eggert and the motion was seconded by Commissioner <br />Bi rd , and, upon being put to a vote, the vote was as <br />follows: <br />Chairman Fran B.
