• <br />ANALYSIS: <br />As a means to follow-up in seeking grant funding for the Brine project, a legislative <br />"member project request" was submitted. As a mechanism to insure that the project <br />received the appropriate review by DEP and the Budget committee, key associates of the <br />County's engineenng consultant CDM in Tallahassee, had the opportunity to present the <br />key technical aspects and the overall benefits of the project directly to DEP staff. <br />Recently, we have been notified that Indian River County will be receiving a $ 1 million <br />dollar grant for the County's Brine project. In addition, funding has also been sought <br />through SJRWIVID Again, working in conjunction with the County's engineering <br />consultant, CDM the County has received notification that we will be receiving a <br />$20,000 grant for the Brine project. <br />Although these two grants for the Brine project represent nearly 30% of the total project <br />costs, thus saving Indian River County rate payers over $1 million dollars, it is felt that <br />additional finding is also potentially available next year. Therefore, staff is requesting to <br />utilize the services of the County's engineering consultant, CDM, to help next year with <br />the development of additional funding for this, and other related projects. CDM's role <br />will be that of a technical consultant producing necessary technical documentation of the <br />project, as well as any necessary direct discussion with key staff members of DEP and <br />SJRWNID A successful designation by DEP and EPA for a Brownfields designation <br />offers a possible funding of $200,000 for site assessment, as well as a possible $50,000 <br />for redevelopment of the site into community greenspace and enhanced recreation <br />opportunities. <br />RECOMMENDATION: <br />It is recommended that the BCC authorize Work Authorization No. 3 for continuing <br />consulting services to CDM for an upper limit of $50,000. <br />ON MOTION by Commissioner Ginn, SECONDED by <br />Commissioner Adams, the Board, by a 4-0 vote (Chairman <br />Stanbridge absent) unanimously approved Work Authorization No. <br />3 for continuing consulting services to Camp Dresser McKee for <br />an upper limit of $50,000, as recommended by staff. <br />WORK AUTHORIZATION IS ON FILE IN THE <br />OFFICE OF THE CLERK TO THE BOARD <br />OCTOBER 1, 2002 79 <br />mil <br />I iIO- <br />
