CHANDLER, COUNTY ADMINISTRATOR <br />FROM: W. ERIK OLSON, DIRECTOR OF UTILITY SERVICE <br />SUBJECT: CONTINUING CONSULTING SERVICES <br />TECHNICAL ASSISTANCE FOR UTILITY PROJECT FUNDING <br />BACKGROUND: <br />On June 4, 2002, the Board of County Commissioners approved a "Resolution <br />Agreement' between Indian River County, and the Department of Environmental <br />Protection, (DEP), regarding Brine discharges from the Utility Department's North <br />Reverse Osmosis plant. The "Resolution Agreement" set forth the requirements for a <br />project that would redirect Brine discharges from the Indian River Lagoon and establish a <br />mechanism that would reuse the Brine, in conjunction with stormwater and wastewater <br />effluent reuse water. This new program would create additional capacity of irrigation <br />water for golf courses. <br />During the presentation to the Commission, staff presented that this project would cost <br />nearly $3.5 million dollars to construct. Subsequently, the Commission requested <br />information on the funding of this project. Utility Department staff indicated at that time <br />that, in addition to available funding from current capital funds, it was their intent to <br />apply for specific grant funding for the project through DEP and the St. John's River <br />Water Management Distnct, (STRWMD), to supplement Utility Department funds. <br />On September 10, 2002, the BCC authorized the continuing environmental testing and <br />remediation as part of the restoration of the closed Gifford Landfill site. As part of the <br />approval by the BCC, the BCC also approved for staff to begin the process of submitting <br />to DEP, and the Environmental Protection Agency, (EPA), an application for designation <br />of the Gifford Landfill as a `Brownfields" site. This designation has the opportunity to <br />assist in the costs of environmental remediation, as well as the development of possible <br />economic incentives for the surrounding community GeoSyntech the environmental <br />consultant responsible for site testing and remediation, will begin the process of <br />application for Brownfields designation. The County's Landfill consultant, CDM, is <br />being asked to work with Geosyntech in the formulation of the Brownfields project. <br />OCTOBER 1, 2002 <br />78 <br />• u e <br />3 <br />
