October 16, 2001 <br />The Board of County Commissioners of Indian River County, Florida, met in Special <br />Session at the County Commission Chambers, 1840 25" Street, Vero Beach, Florida on Tuesday, <br />October 16, 2001. Present were Chairman Caroline D. Ginn; Vice Chairman Ruth M. <br />Stanbridge; Commissioners Fran B. Adams and John W. Tippin. Also present were County <br />Administrator James E. Chandler, County Attorney Paul G. Bangel; and Deputy Clerk Patricia <br />"PJ" Jones. <br />Present as well were: Supervisor of Elections Kay Clem; Elections Systems Analyst <br />Steve Demers; Elections Chief Deputy Cathy Hart; Executive Aide to the Board Kim Massung; <br />School Board Member Steve Mohler; School Board Member Kathryn Wilson; School Board <br />Member Craig McGarvey; Sebastian City Councilman Joe Barczyk; and Fellsmere Mayor Joel <br />Tyson. <br />Chairman Ginn called the meeting to order at 7:00 p.m. <br />Chairman Ginn noted that in May of 1999 the Council of Public Officials (COPO) was <br />given the task of studying the existing boundary lines and making recommendations for changes. <br />COPO is comprised of members representing the County and each of the 5 municipalities, as <br />well as School Board members.
